About Rueter-Hess Reservoir

Rueter-Hess Reservoir is a municipal water supply reservoir in Douglas County near Parker, about 30 miles southeast of Denver. Unlike most Colorado reservoirs, Rueter-Hess is owned and operated by Parker Water and Sanitation District, which means it runs under a unique set of access rules and restrictions that visitors should understand before planning a trip. The reservoir opened for limited recreation and has become a surprisingly popular paddling destination for south metro Denver residents.

Paddleboarding and kayaking are the primary draws at Rueter-Hess Reservoir. The water is notably cleaner than many front range reservoirs, without the algae smell that plagues lakes closer to Denver. Motorized boats are not permitted, which keeps the water calm and makes it an ideal spot for stand-up paddleboarding without wake interference. Surf SUP Colorado operates on-site rentals for paddleboards and kayaks, and the staff receives consistently positive reviews for being helpful and knowledgeable. The reservoir sees light crowds even on weekends, giving paddlers plenty of open water and unobstructed views of the surrounding Douglas County landscape.

Fishing at Rueter-Hess requires a separate Parker Water fishing license in addition to your standard Colorado fishing license. The reservoir is catch-and-release only with barbless single-hook artificial lures required. Bank fishing access is limited, with roughly a third of the shoreline restricted, and submerged scrub oak and willows create frequent snags. Large carp in the 30-inch range have been spotted, but overall fishing results are mixed, with many anglers finding the restrictions and limited access frustrating. No wading, belly boats, or swimming are allowed.

Visitors must register and reserve online in advance, as there is no walk-up or pay-at-the-gate option. Entry costs $10 per vehicle. Parking is located at the top of a hill, requiring a carry down to the water for boat launching since there is no shoreline parking lot or formal boat ramp. Dogs are not allowed near the water, though they can be walked in the parking area and on some trails. Hiking trails loop around portions of the reservoir, including the Coyote Loop accessible from the Hess Road side, offering good views even for visitors who do not go on the water. Wind can pick up significantly on the open water, so checking conditions before kayaking or paddleboarding is advisable.

Cool place for hiking. Fishing was really slow.

Absolute trash. The rangers burned up 20 gallons of gas driving trucks around and driving a boat full speed across the lake for zero reason. 2 boat reservations for the day and 4 ranger pickup trucks driving relentlessly around the property who don't wave and seem annoyed you would even spend the day there. Overpriced, over controlled.

Gorgeous location, "only" $10 to visit, but painful to register ahead, and for some strange reason they didn't put a nice parking lot on the flats down by the shoreline, forcing you to dump your boat and walk up and down a ways. Otherwise they do a good job, and it's a lovely lake on which to paddle, with very little trash. Be sure to check out the scenery from the viewpoint on top of the hill too.

Had a great time Kayaking Sunday. We rented from the SUP group there about a week before the date. They were great. The water wasn't smelly like most reservoirs near Denver. We saw huge Carp fish! 30 inches or so! I am ready to go fishing there, which they said they will have something available in October. It is basically a private lake owned by Parker, so a different license is required than your basic Colorado fishing license.

The people working there weren’t to welcoming

Too many rules that don't make sense. Should not be charging to use it. Our property taxes and other extremely high taxes could cover this, if funds were not being funneled to make builders and Gov officials rich.

Don't go to fish unless you have a boat. Access from bank is very restrictive and renting a watercraft there is extremely expensive
